About half of the electricity India produces doesn't get billed. Just look at the figures given in the report below, enough to make anyone's blood boil. Will regulating electricity bill collection cost the government more than the losses??

MUMBAI: India's power revolution seems to have run out of steam due to transmission and distribution losses. The country is losing a huge quota of power to faulty distribution networks and power theft every year. The losses, experts say, are currently 29 %of the total generation, which equals a shocking Rs 45,000 crore in the fiscal year 2009-10 . The drop in losses since 2001 is a negligible 3% . President Pratibha Patil was apprised of this fact at a power conclave in the city.

According to experts, if not for these losses over a decade now, India could have built two mega power plants of around 4,000 MW capacity every year. Such a big amount of power would have not only ended shortage of power in the country by helping create 8,000 MW units every year but would have even resulted in a surplus.

Chairman of India-Tech Governing Council R V Shahi , who was formerly union power secretary, on Wednesday , last week pointed out the details of power losses to Patil and Union Power Minister Sushil Kumar Shinde at the three-day international conclave held in BKC.

At present, the country's transmission and distribution (T&D ) loss is oscillating in the range of 30% and government's efforts to reduce it to 15 % have been failing for the past five years. "A group headed by the comptroller and accountant general is expected to suggest measures for reduction," said another power expert who was present at the conference.

Power loss in 2001-02 was 32.86% and increased to 34.78% in 2003-04 . In 2008-09 , it stood at 28.44% but currently the figure is again 29%. It is as high as 51% in Jharkhand, 45% in Madhya Pradesh and 40% in Bihar.

Chief Minister Ashok Chavan too said that power loss and theft were adversely affecting the state's capacity enhancement efforts. Tariff hikes were also triggering social problems, he added.

Patil called for urgent planning and execution of 'energy revolution' to meet the challenge. She asked stakeholders in the power sector to strictly adhere to the criteria of high-energy efficiency and green buildings. Patil asked power sector participants to immediately work towards improving performance of existing power generating units as this was less time consuming than setting up a new plant. Though the installed capacity of the country is over 160,000 MW, the per capital consumption is around 704 to 712 units per month with a T&D loss of 29%. The peak demand is 120,000. Shinde said that for the first time ever, India had added approximately 9,588 MW within a year.

even mumbai suburbs like mulund have 1 to 2 hours blockage .

That is why we need to build more civilian nuclear reactors. Manmohan Singh has signed a treaty with US and it should be implemented speedily. Nuclear power is cheap and abundant. So we need to get more power stations up and running.

Nuclear energy may have international ramifications. Anyway, it seems that abundant electricity is available, but not reaching the legitimate enterprises. On top of that, the legitimate users have to pay for the electricity theft. In Surat, we used to have to pay what was known as "fuel adjustment charges" i.e. the electricity company calculated the difference of electricity supplied and electricity metered, and charge the consumers the difference. Sometimes those charges were as high as 10% !!!.. There was a plethora of cases right upto the Supreme Court, and now we don't have to pay the fuel adjustment charges.

Privatization, yes. That sounds right. The areas in Surat where Torrent Power is supplying electricity - they have a good supply, though slightly costlier. The areas where GEB is supplying electricity - they have a weekly load shedding day, in addition to erratic supply on the other days.

power theft reminds me of a final year engineering project which was based on SCADA.If SCADA techonology is applied in India..things will be definitely different..But bijli dalals like the baniyas called anil ambani would never spend money on something like this.

Here the Torrent power is putting on new meters which use SCADA (supervisory control and data acquisition).. some kind of meters talking back to the control room. There is also talk of prepaid electricity.

that is a good step,scada is superb,if there is a power theft,it can be caught and the theft line can be automatically cut off from the n/w.

We still have those FAC in the bills,my current month's bill of Rs.1334 has Rs 80.63 as FAC.

No 1 chor Reliance cheats on the bill amount every month,suppose your total bill is Rs.1334.40 they will ask you to pay Rs.1328 and in the next bill the outstanding amount would be 9.40 people who complain get it back but not many waste time and money in calling them to reverse 3 or 4 Rs. and many consumers dont even notice it.

Reliance is the biggest chor in all the businesses it goes - be it yarn or telecom or now power. The example that you have given, Swami, is a typical Reliance strategy - chori of small amounts like chillar, but given the number of consumers it adds up to crores. Like the bank account theft of the fractions (cents) part of a transaction. Here in Torrent power, the amount is rounded down ie. 1333.65, the amount payable is 1333.

Anyway, your FAC of about 6-7% is quite a lot. I am sure there is some consumer body fighting against it.
