Move to issue orange passports to less educated people while more educated people to get blue passports will divide India into first-class and second class citizens.

Every coin has two sides. Govt has Noble motive but again it can cause the effect mentioned.

I was explaining to a bahadur colleague that ECNR / ECR was one of the ways govt would harass people. Even if you check ECNR on Passport application, it would be blank for you to make another round of passport office*. Looks like orange passport is a replacement for ECR.

One question- what exactly happens in this emigration check. Is it additional checking at the airport?


*or as some said in EC, Indian consulate in an Indian city

I agree, passport colours shouldnt be different for different people of the country - unless they have diplomatic status - or perhaps not even then.

ECR was supposed to be for protection of people who are either illiterate or underage and could be taken advantage of, trafficked etc. people with ECR had to get permission from some govt babu or the other if they wanted to travel outside the country and this baby should ensure that people going outside the country are not being trafficked, sold or taken advantage of... whether that really works or not is an open question.

How does color of passport matter? Before somebody brings out their passport, we have judged them by their appearance anyway.

I was thinking what would happen in matrimonial ads.. "Orange passports kindly do not apply".

I think this should be done... orange-colored passports for lesser educated. And then this should be tied into to the electoral system, where orange-colored passport will count to 1-vote and regular passport will be 2-counts. This will ensure that educated people get a higher percentage and thus, hopefully, better candidates to be elected.

You have to put a positive spin on things.. govt/MEA should say Orange passports will get priority and better assistance.. since they are bread earners working for survival, feeding a family of 4-5.. versus regular passports for educated folks.. working for a luxurious lifestyle/secure future.

Actually, General category should get orange, OBC, BC etc.. should get green or light blue, and SC/ST should get dark blue to reflect the true colours of the quality of the education/qualification of the passport holder.

so, when the citizens change educations status they will have to apply for another passport - more bureaucracy, paperwork, hassle.

Once you get into the cycle of work, especially those who are traveling to work as welders, plumbers, etc .. hardly ever have chance or will to get education.

Even those who are well educated hardly ever polish their skills or even grammar.

true.... majority of students will have to get an orange passport first and then apply for a blue once they graduate though. I got my first passport in my final year. The company which was recruiting me required me to have passport before I joined and there wasn't enough time between my graduation and joining to get a passport.....

so choice with students now will be either wait for degree (which can be much later than graduation results) to apply for the first passport or apply for the passport and then change it later....

afterall, ECR approval to travel out of India is valid only for about 18 countries... if one wants to travel to UK or US for example I dont think ECR approval is required from protector of immigrants.

BTW, i checked my latest Indian passport and there is no ECR and ECNR section. It was issued a while back though.
