correct.. and not correct. I showed the money but didn't want to sell all property in India to get a masters.

So the way faculty works in US.. they pitch for a research project to a local company.. the company approves a grant of say 1M for 3 years.. which they release slowly based on progress. The Professor does the research and needs help from Masters and Phd students to achieve the work. So, the university offers to waive off the out of state portion of fees for International students.. now you have to pay like 2K .. which is easily done if university offers a stipend of 1K per month.
