You know, this reminds me of the US Air Force general testifying in front of Congress for the F-22 program. It was after a joint exercise with India. We brought our shiny Su 30 MKI, and the USAF brought out old F-16 and F-15s. The general testified how the USAF had a very low kill ratio and how the F-16's didn't fare well against the IAF.
It was of course picked up by the Indian press and widely publicized in India. Soon after, the Congress began funding the F-22 program.
What the general, of course, didn't say was that the IAF was flying against old technology of the Air National Guard. The USAF didn't deploy the F/A 18E or the later blocks of the F-16. Those along with the AWACS support and the Navy AEGIS, which would be a real battle field scenario, the IAF wouldn't stand a chance. With the US doctrine of force projection, US Navy carrier borne aircraft would take the IAF out before we could even fuel our aircraft.
But, what it did was give an ego boost to a new strategic partner and put fire under the ass of Congress to give the USAF their new toys.
I suspect the Indian general is doing the same thing. I have little doubt that what he said was cleared by the defense ministry. It makes for good fodder in China. The Chinese have a very weak self image. They want everyone to acknowledge that they are the middle kingdom. We just padded their egos a little.
Having said that, let's not forget that we do have history with China. In 1962, it was decisive and fast victory. India couldn't withstand the thrust of Chinese armored columns and mechanized units. They don't need the navy!
