Red face India a terribly soft state: US experts

We knew it, now US experts tell us the same - We are soft!
This goes under the 'Quite Obvious' category. We did not need US or for that matter anyone to tell us which all of us know very well - India is a very soft state vis-a-vis terrorism and peaceful incidents by people of peace.
Its been 3 months now since the attacks on Mumbai but we are yet to see any action from Indian government. Not even stoppage of the Samjhauta Express.

NEW DELHI: India will be vulnerable to more terrorist attacks along the lines of Mumbai, terrorism analyst Brian Jenkins from RAND and Ashley Tellis have told the US Senate’s committee on homeland security.

“India will continue to face a serious jihadi terrorist threat from Pakistan-based terrorist groups. However, India lacks military options that have strategic-level effects without a significant risk of a military response by Pakistan. Neither Indian nor US policy is likely to be able to reduce that threat significantly in the short to medium term,” they said.

Tellis said, “LeT represents a threat to regional and global security second only to al-Qaida. Although LeT is linked in popular perceptions mainly to the terrorism in Jammu & Kashmir, the operations and ideology of this group transcend the violence directed at India.” He cautioned that US should work with India to deal with terrorism from Pakistan, otherwise India would be tempted to take steps that could endanger regional security.

“To the chagrin of its citizens, India has also turned out to be a terribly soft state neither able to prevent many of the terrorist acts that have confronted it over the years nor capable of retaliating effectively against either its terrorist adversaries or their state sponsors in Pakistan,” the two experts said. Jenkins added that the poor quality of India’s response to the terror attacks, intelligence failure and inadequate counter-terrorist training and equipment added to India’s misery.

NEW DELHI/ISLAMABAD: Amid reports that Pakistan has rejected India's dossier holding it complicit in the Mumbai attacks, external affairs minister Pranab Mukherjee on Thursday demanded that Islamabad should honour its deadline and disclose the findings of its internal probe.

"We have not given any deadline. It was Pakistan itself that mentioned a deadline for bringing the probe report to light," Mukherjee told reporters when asked whether India set a deadline to Pakistan to respond to its dossier on the Mumbai attacks.

"Pakistan should honour the deadline it had given and make it public," Mukherjee said.

"It is for them to reply."

According to Pakistani media reports, the probe conducted by the country's interior ministry has concluded that the Mumbai terror strikes were planned outside its territory. The report that was to be submitted to India by Wednesday is now likely to be shared with India by the end of this month.

Dawn TV quoted sources saying that the Mumbai attack was planned from somewhere outside Pakistan and there are apparently no references to the Lashkar-e-Toiba.

"Certain information that was provided by India and that links Mumbai attacks with Pakistan," the Pakistani news channel said. "The initial report says that there were no such things, no leads found in Pakistan. The attack was planned outside Pakistan," the channel reported.

"We are waiting for a formal response," said an Indian official when asked about Islamabad's alleged rejection of the Indian dossier that provided information linking Pakistani nationals with the Mumbai attacks.

The report will be made public in "two to three days", Pakistan's interior ministry chief Rehman Malik said in Islamabad on Thursday.

Malik told Dawn News channel that there was no "specific deadline" for making the report public and the investigators needed more time to complete their investigation. The Pakistan government had on Jan 17 given the investigation team 10 days to submit its preliminary findings.

India would be informed later this week about the outcome of Pakistan's probe into the Mumbai terror attacks that New Delhi has blamed on elements operating from Pakistan, President Asif Ali Zardari said on Tuesday.
