Methinks the problems occur due to 2 things.
1. There is a river which is meant to drain water from Mumbai, Mithi. But it is blocked by all the dumping and illegal encroachment.

2. There are stormwater drains meant to drain stormwater. They are there in all the indian cities. The pictures below tell all.
