If you are looking to open a new bank account where you deposit money in INR and withdraw money in INR, then I recommend opening an NRO account with ICICI bank that you can do without visiting India. If you already have an NRE account with them then you will not even need to supply majority of documents.

You can use NRO account to make investments, its more or less same as a savings bank account - only difference is that NRO is for non residents.
K4, no, the banks are not OK with just the submission of OCI. At least SBI and Standard Chartered arent.
