Rape has always been there. It will always be there whether you remove the stigma from it or not. That's why I have my serious doubts about sane's logic.
Rape for rape is not relevant anymore unless you are talking about a very under developed state.I am not even sure if this will fall under the State govt or the central govt.
What will stop (yes, stop) rape is to have a severe punishment. Like locking them away in god forbidden island and getting them to work for you (like manufacturing) from there. This is for life. There is no other way.
