I think Thakur ji is doing drama. As the CJI, he can definitely take steps to expedite hearings & encourage out-of-court settlements. A majority of the piled-up cases are pitty and/or farji/unnecessary ones. He can DEFINITELY do something about those.

Recently, SC & HC judges had some brainstorming meeting (somewhere in MP which lasted a day or few) where they "wondered" as to why there are so many criminals in politics & sought EC's response on the same. "Thakur uncle, it's because of non-functional legal system, nothing else".
