The Indian government has asked Internet companies and social media sites like Facebook to remove disparaging, inflammatory or defamatory user content from India before it goes online, three industry executives say.
Top officials from the Indian units of Google, Microsoft, Yahoo and Facebook were expected to meet with Kapil Sibal, India's acting telecommunications minister, on Monday afternoon to discuss the matter, said two executives of Internet companies. The executives asked not to be identified because they were not authorized to speak to the media on the issue.
The executives said representatives from these companies were to tell Sibal at the meeting that his demand was impossible, given the volume of user-generated content coming from India. They said they could not be responsible for determining what was and was not defamatory or disparaging.

Like the great Indira Gandhi, the present Kangressis cannot even stop supply of newsprint or paper to these sites to monitor their content!

Agree with Govt, I was myself asking Congress and Govt to Enslave Internet Medium like TV Media !.It will generate lots of Jobs for Poor Java Developers. Its indeed Shame that India claiming to be Software Superpower can't produce a Facebook or Twitter.
Abusing Govt/Congress on Twitter/Facebook will make Multinationals only Rich. Govt should Appoint Dr Murali Manohar Joshi as the Head of Panel which makes Policies for "Swadeshi" Social Networking Sites. Like FDI in Retail was rejected, same way we should have only 'Swadeshi' and Regulated Message Boards'

Rediff.com Message board (Heavily Moderated) will show what Abuses could be indeed !!. Facebook like a Family Movie, shouldn't have such content. But now people are ready to do so on Facebook with their photos means that there is a Huge market for rediff.com type Message Boards.
Govt should tap this market and ensure that only 'Swadeshi' companies like 'rediff.com' make money out of this. Also Govt should disallow TV News Channels to own up News Sites and Message Boards to reduce Monopoly and Promote competition.

Kapil Sibal is bringing a "Code of Conduct" for social media. I wonder how he is going to prevent Sonia Gandhi and Manmohan Singh from appearing in caricatures in social media. Who is going to check all that is posted by 2.5 crore Facebook users in India?
If something is offensive, there is always the option to report it but active screening of posts by crores of users? I think it will easier for Facebook to simply block Indian users than to actively screen every post to check if it fits "Code of Conduct."

Just imagine that out of these 2.5 crore users if echarcha.com gets even 1 lakh users out of them, we can have 250 sites like echarcha and imagine the money and jobs generated :up::up:

Reasons why India can't censor the Internet
So here's a five-point Internet 101 for the illustrious Mr. Sibal.
1. The Internet cannot be edited: Duh! In an early Dilbert strip, the pointy-haired boss demanded that Dilbert "download" the Internet and fax it to him. A decade down, it's not so funny any more.
The Internet is not traditional media. India's 1975 emergency and the media clampdown was possible because of the linear, broadcast nature of the old media. New media is distributed. No copy desk or censor board can "fix" it. There is no editor to arrest. And, most content is hosted outside India's jurisdiction.
2. User-generated content cannot be filtered: That would slow down the global Internet to a crawl, with posts appearing after days -- even assuming so many "editors" could be hired by, say, a Facebook or a Twitter.
Are phone operators responsible for "content" carried on their networks -- or their CEOs arrested if someone made a terror threat over a phone call? No, the telco is simply asked to help with the investigation -- into who made the call.
Yes, Internet content has the permanence and public-impact potential that a phone call does not, but equally, it lends itself brilliantly to self-regulation.
3. Peer review works: Wikipedia is the best example. Who could have imagined that a user-created encyclopedia could be so objective, and comprehensive? Yes, anyone can go in and edit anything (barring entries like "Kapil Sibal", which have been locked due to vandalism!).
If you make an inappropriate change, someone will come in and correct it. And so it is on Facebook or Twitter. Abusive posts will be reported, blocked, and the individuals knocked out of the site.

India is not in position like China to enforce censorship. India does not have the West by the balls like China. Even the mighty Google had to shut shop in China.
Back to censorship - I dont support censorship. We also enjoy a freedom of expression on our site. But at the same time I completely understand that freedom of expression comes with responsibility. You cannot shout 'Fire' in a crowded theater lest there is a stampede resulting in loss of life and limb.
Congress needs to realise that the net savvy voter base will always be opposed to them and can see through their politics. Instead of raising issues like censorship, Congress should continue its excellent politics of vote banks.
In UP they are announcing many new handouts and sops for minorities. Good way to go for defeating Mayawati. :)

Congress needs to realise that the net savvy voter base will always be opposed to them and can see through their politics. Instead of raising issues like censorship, Congress should continue its excellent politics of vote banks.
In UP they are announcing many new handouts and sops for minorities. Good way to go for defeating Mayawati. :)
These meetings with FB, Google, etc. are probably just to Fund the UP election campaigns. After all these are new Tatas, Birlas and Ambanis and surely have enough Desis in their ranks to advise them.

Kapil Sibal was talking about hurting religious sentiments which can be communally inflammatory. Not what budmaas is saying.
Another example of how Indian media is twisting the statements: When Pranab Mukherjee clarified that there would be no role for third country in Indo-Pak affairs Indian media said, "No role for third country, China."
Characterless people work in Indian media. Don't believe them.

Congress does use illegal money to fund election campaigns, but they won't ask Google and Facebook for the money. They will use desi industrialists like Ambani, Birla, whoever. Moreover many top-tier Western companies have internal rules that will prohibit any kind of direct bribery.
Anyway, trying to censor Facebook or Orkut is futile. Unless you block the entire site. There is no way Facebook or Orkut can screen so much user content. Sibal wants them to remove offensive content, not merely illegal content. Now who decides what is offensive?
All this started when a few web pages that made derogatory references to Sonia G came to Sibal's attention.

NEW DELHI: A trial court in the capital on Wednesday issued summons to US based companies such as Google, Facebook, Yahoo and 19 other websites asking them to appear in court later this week and take down 'inflammatory' images of some religious figures on their websites.
On a petition filed by former spokesperson of the Darul Ul Uloom at Deoband and founder of FatwaOnline.org - Mufti Aijaz Arshad Qasmi, the administrative civil judge Mukesh Kumar has issued summons to the websites, and asked them to appear on December 24 in the Rohini Court.
Qasmi told ET he is meeting Minister for Communications & IT Kapil Sibal on Thursday, to further discuss the issue.
