I think you should surely use some ready material on the advnatages of .NET but more specifically try to highlight what advantages would your application have by porting ot .NET environment.

Things like current application requires a thick VB created client on all end user PCs, etc. How the web based version will help, etc.

And then you can extoll the virtues of .NET

One more thing - First gauge if your top bosses are in love with the idea of .NET. If your project sponsor (maybe your director, your IS Manager, etc) is in love wiht .NET then make sure that you sing praises of .NET

I have seen from past experiences that if your top boss loves a particular technology say Java, then even Bill Gates cant come in person to convince your boss otehrwise.

This is not a technical factor to be taken into account but 'strategic-office-political-self-preservation-ensuring-self-progress-being-apple-of-boss-eyes' kind of factor. And this is important.

The reason I say this is because for every reason you give for using .NET I can tell you a better reason to use Java and vice-versa.
